Salem Township’s Planning Commission on Nov. 6 granted preliminary approval for a lot consolidation tied to the proposed Fusting Center Phase 2 but deferred action on the accompanying multi‑floor site plan until applicants supply extensive technical details.
The lot consolidation (parcels 57‑12‑00‑0‑027 and 57‑12‑00‑0‑024) was presented by architect Ray Gusty of Fahringer, McCarty & Grey. The commission required standard plan elements including a location map, a statement of purpose, identification of the SR‑22 right of way and centerline, PennDOT highway‑occupancy language and other recording certifications. Solicitor Gary Falatovich also advised that, because of a DEP Consent Order, FTMSA approval of sanitary sewer tap allocations will be required before final approvals and that FTMSA will reserve taps for 2025 once requested.
On the site‑plan review, Gusty described the proposed building program: "The 1st floor will consist of a fast food restaurant and a sit down restaurant with retail space. The 2nd floor will consist of condos and offices. Floor 3 and 4 will consist of additional condos. There will be a total of four floors with a total of 40, 1, 2, and 3 bedroom condominiums." The commission identified many missing items: phase labeling, full building dimensions and heights, a breakdown of 1‑, 2‑ and 3‑bedroom units (needed to calculate parking), cross‑easements to the SR‑22 signal, a traffic circulation plan and confirmation of fire‑truck access (including ladder‑truck requirements). The commission noted an existing waiver reduced Phase I parking from 60+ spaces to 56 and requested parking calculations that show both Phase I and Phase II needs.
Motion and next steps: Paul Holleran moved and Connie Mattei seconded a motion to recommend preliminary approval of the lot consolidation subject to the listed conditions; the motion passed. A separate motion to table the site plan due to incomplete documentation also passed. Applicants were instructed to return with revised drawings, stormwater and erosion control approvals, PennDOT highway‑occupancy permits, and FTMSA/DEP sanitary approvals before final action.
