Port Jervis board elects William Harris president, Mark Green vice president; reorganizational business approved

The Port Jervis City School District Board of Education elected William (Bill) Harris as board president and Mark Green as vice president for the 2026–27 school year during its July reorganizational meeting.
Board members opened nominations and, after a roll-call vote, approved Harris’s appointment. The board then conducted a separate vote to approve Green as vice president; both offices were filled by unanimous vote.
The reorganization included formal approval of the consent agenda — designating the district’s official newspaper and media outlets, establishing statutory public official bonds, depositaries and petty-cash funds, setting superintendent transfer authority and mileage reimbursement for 2026–27, and adopting the district code of conduct and policy manual for the coming school year. Those items passed on motions and voice votes.
The board also made several standing appointments and technical housekeeping actions: it appointed a delegate and alternate to the Orange County School Boards Association (a board member volunteered to continue service and Michael Witt was named alternate), designated the board as a whole for audit and visitation committees for 2026–27, approved a special-education vendor list, and approved letters of engagement for district auditors (Nugent & Haussler, P.C.) and district legal counsel (Ingram & Smith LLP) for the 2026–27 year.
