Sullivan board approves land-use permits, adopts recycling ordinance and funds Memorial Day event

The Town of Sullivan board met April 8 at Town Hall and approved multiple routine and land-use items, adopted a revision of the town's recycling ordinance required for grant eligibility, and agreed to a $350 donation for the Historical Society's Memorial Day celebration.
Chairman Barry Boos presided; Supervisors John Kannard and Paul Goeglein, Clerk Dawn Bauer and new Treasurer Katy Anfang-Kruizenga were present. The board opened the meeting at 6:30 p.m., verified public notice postings and approved the March meeting minutes on a motion by Supervisor Kannard, seconded by Supervisor Goeglein. The board accepted the Treasurer’s report, delivered by former Treasurer Stacy Riedl, and the motion to accept carried 3-0.
On land-use matters the board approved a rezone and conditional use permit for the Karrels Trust to allow boat storage at N4570 Indian Point Road. Planning Committee members had recommended approval; one resident objected to increased traffic. Supervisor Kannard moved to approve both requests and Supervisor Goeglein seconded; the motion carried 3-0. The board also approved a conditional use permit for Lee and Samantha Speich at N4703 Highland Drive on a 3-0 vote.
Clerk Dawn Bauer presented a second revision to the town’s Recycling Ordinance (No. 9.21, 2017) that she said primarily changes wording and adds provisions required to secure the town’s annual Recycling Grant. Supervisor Goeglein moved to adopt the changes, Supervisor Kannard seconded, and the motion carried 3-0.
The board approved a $350 donation to the Historical Society for its Memorial Day celebration on a motion by Supervisor Goeglein, seconded by Supervisor Kannard, which passed 3-0. The board also authorized payment of presented bills; checks were signed by the chairman and clerk and forwarded to the treasurer for signature.
The board heard a brief update from Judge Kay of the Lake Country Municipal Court, who reported that the Village of Palmyra recently joined the court and explained that municipal citations support court operating costs. Interim Operations Manager Andy Bauer described spring equipment preparations and said he will solicit road bids ahead of the Annual Road Inspection set for April 15.
Before adjourning to closed session, the board set its next meeting for May 5 at 6:30 p.m. and confirmed the Road Inspection schedule. The board then moved into closed session at 7:06 p.m. pursuant to Section 19.85(1)(c) to discuss employee positions and compensation; the closed session adjourned at 7:20 p.m.
