Personnel committee authorizes overlap hire to cover retiring fleet mechanic

The Stevens Point Personnel Committee voted April 13 to allow the Street Department to begin the hiring process and provide a temporary overlap to cover a fleet maintenance mechanic who is leaving this summer.
Street Superintendent Christopher Johnson told the committee one of the department's mechanics is effectively out at the end of the week with an official last day in July, and parks operations need coverage. "We'd really like to get this position filled," Johnson said, estimating an overlap of about six to seven weeks depending on hiring timing and candidate availability.
Committee member Aldo Guthrie asked staff to remind the committee of PTO rollover and accrual rules, expressing concern that large accrued balances at retirement could produce recurring overlap requests. "I wonder if director Frosh can remind members of the committee our PTO roll forward or accrual policies," Guthrie asked.
Manager Sandy Frosh clarified that comp time does accrue and can be banked, while vacation/PTO carryover is limited to 40 hours per year. She said the city has revised leave policies in recent years and allows some cash-out mechanisms so such large accruals are less likely to recur.
The committee moved to approve the hiring overlap; the Chair moved the motion and Steinmetz seconded. The motion carried by voice vote with no recorded opposition. Staff noted council approval to post the job was anticipated on April 20 and that funds for the position are available in part due to an existing vacant GIS technician position earlier in the year.
The committee adjourned at 6:13 a.m.
Why it matters: the overlap authorization is intended to prevent service gaps for parks and public works during peak summer workloads and reflects an operational response to accumulated leave policies and recent vacancies.
