The Clinton County Area Plan Commission granted primary approval for Black Beauty Farm, a one‑lot minor subdivision proposed by Deborah Mulligan (Application CC-2026-00459, Docket 08-26-SD).
Liz, the commission’s planning staff member, summarized the request as a roughly 2.88‑acre lot on the west side of County Road 900 West between State Road 26 and West 1000 North in Section 19 of Ross Township. The lot is a second split from a 257.49‑acre parent tract; the first split occurred in 2015 for a confined‑feeding operation. The petitioner received a board of zoning appeals variance allowing residential use closer than a quarter mile to the confined feeding operation; staff said the lot will exceed 900 feet from the nearest hog barns, surpassing the 695‑foot standard tied to the previously granted variance.
Staff told the commission the drainage board unanimously approved the subdivision on 05/19/2026 and the health department approved the lot for a septic system. Seth Johnson of 40th Parallel Surveying said the surveyor’s office had incorporated Jay Moore’s note and would submit the secondary plat when it is ready.
With no substantive questions from commission members, a motion to approve the primary plat was made, seconded and approved by roll call. The approval is conditioned on covenant edits meeting the commission attorney’s satisfaction and the standard secondary submittal and administrative signature before recordation.
Next steps for the petitioner include finalizing covenant language, submitting a secondary plat and coordinating the administrative signature for recording.
