The Clinton County Area Plan Commission approved primary plat status for the West State Road 28 Park subdivision (Application CC-2026-00137, Docket 04-26-SD) after staff reported that previously outstanding documents and easements had been completed.
Liz, the commission’s planning staff member, told the commission the revised covenants had been reviewed and were "acceptable to Jay Moore" and that the two off-site easements needed to convey drainage to the legal drain to the south had been completed and recorded. She recommended the commission grant primary approval subject to the standard condition that the secondary (administrative) signature be deferred until the attorney’s final review of covenants.
Adam Dehart, project manager for Kilo Webb Associates, told the commission the redevelopment commission (RDC) will retain ownership of a five‑acre parcel and has agreed to be a co‑signer on the plat. "The RDC also, because they're a signer of the plat, voted for their approval of the plat," Dehart said, noting the RDC signed the covenants and easements earlier the same day.
A commission member moved to approve the primary plat; the motion was seconded and approved by roll call. The commission directed staff to work with the developer on construction plans and the petitioner to bring the secondary plat and final documents for signature and recording once Jay Moore confirms the covenant edits.
The commission’s primary approval advances the subdivision to the administrative secondary‑signature stage; recording and final construction coordination remain as next steps.
