Readstown board directs drafting of citations ordinance, approves event permits, licenses and permits

Readstown — At its June 12, 2025 meeting, the Village of Readstown board directed presenter Nikki Swayne to draft a citations ordinance that would allow enforcement by a village employee and circuit court enforcement, and approved a series of permits and license renewals impacting local events and businesses.
The board voted to authorize Swayne to prepare the draft ordinance after discussing enforcement options. Board member Swenson moved the measure and Nash seconded; the motion carried.
During public input, public commenter Gracie Marx presented a letter of apology to the board. In routine reports, library representative Lisa Larson-Coder raised the need for a water spigot at the library and public works representative Austin Abbey described plans to fix a road tube and ditch McCarty Road. The board agreed the library could proceed with the spigot project but said the village would not contribute funding.
The board approved a street closure for a benefit for Chad Crook and granted a picnic license for the fire department for that event. Clark moved to approve the picnic license; Swenson seconded and, after a roll call, the motion carried.
The board approved a driveway permit for Nicole Laren and took up a contract renewal with William Hanson, ultimately tabling the Hanson contract for a future meeting. Members also tabled consideration of an agreement with Community Testing Labs.
On licensing matters, Payne moved to approve operator licenses for Michael White, Duaine Dregne, Dawn Sherry, Kirsten Swadley, Scott Sherry, Wendy Faulkner and Rayna Dearborn; Nash seconded. All voted in favor except Howell, who abstained, and the motion carried. Payne then moved to approve renewal of advertised liquor and tobacco licenses for the 2025–2026 calendar year (and associated operators); Nash seconded, roll call was taken, and the motion carried with Howell again abstaining.
The board set the village annual summer picnic for Aug. 21, 2025, approved payment of May bills and approved the May meeting minutes. The next regular board meeting was scheduled for July 16, 2025 at 5:00 p.m. The meeting adjourned at 6:13 p.m.
Actions taken at the meeting included directing a draft citations ordinance, approving permits for a benefit event, approving multiple license renewals (with one member abstaining twice), approving a driveway permit, scheduling the summer picnic, and tabling two contracts.
