He described ongoing education efforts for staff and noted the need to hold vendors and contractors accountable under the proposed policy.
Council members asked whether local cases have occurred; Collins said there are instances in the region and described statewide coordination and training efforts. The ordinance was introduced for first reading only; no final action or vote was taken. The item will return for additional review and a formal vote at a future meeting.
