Richfield Joint Review Board reviews TID boundary amendment to host "Project Eagle" expansion

The Village of Richfield Joint Review Board on May 1 reviewed a draft amendment to Tax Incremental District (TID) No. 1 that would expand the district to include parcels in the Endeavor Business Park to accommodate a prospective manufacturer known as “Project Eagle.” Jon Cameron of Ehler’s Financial Consultants described the TID’s history — originally created for a single site serving Quest Engineering — and said the board must apply the statutory “but for” test when considering tax-increment financing for new development.
Christian Tscheschlok, executive director for economic development for Washington County, said Project Eagle currently operates from a leased facility in southeastern Wisconsin with about 85 full-time employees and is seeking to purchase a roughly 103,000-square-foot industrial building with an additional 7,000 square feet of office space at the Richfield site. Tscheschlok said the company projects about 100 new jobs if it locates at the Endeavor Business Park; the firm has also identified larger future expansion areas on its site plan that total about 143,000 square feet but said those expansions are not part of the current TID request. Other locations under consideration included sites in Ohio and Texas.
Cameron and county economic-development staff described the parcel work needed to support the project: seven lots were combined through a certified survey map, and the CSM included the vacation of a public roadway to accommodate the proposed building footprint. The Village and the prospective company remain in negotiations; Cameron said a pre-development agreement is expected in the near term and construction could begin as soon as the fourth quarter of 2025 if approvals proceed.
The meeting also addressed routine board business. Aaron Daul moved to appoint Dr. Tara Villalobos as the public member of the Joint Review Board; Sherry Terrell-Web seconded and the motion passed without objection. Later, Daul moved to appoint Village President John Jeffords as chairperson; Sherry Terrell-Web seconded that motion, which the record shows passed 3-0-1 with Jeffords recorded as abstaining from the vote on his appointment.
The board tentatively scheduled a follow-up meeting for the week of June 2–6 and agreed on June 5, 2025, at 1:00 p.m. for a virtual and in-person session to consider approval of the TID boundary amendment. The meeting was adjourned at 1:32 p.m.
