Rio Village Board approves 2024 audit, renews permit for wellness business and OKs water-service loan

Village President James Olrick called the meeting to order at 6:00 p.m. Trustees Heidi Husom, Keith Kilen, Jon Landsverk, James Stilson and Stan Stofflet were present, along with DPW Robert Lang, auditor Krisztina Dommer of Lauterbach & Amen, LLP, and Library Director Roxanne Staveness.

Audit approval: Krisztina Dommer of Lauterbach & Amen, LLP presented the 2024 audit report to the board. Trustee Stan Stofflet moved and Trustee Jon Landsverk seconded a motion to approve the audit "as presented." The board voted to approve the audit unanimously.
Conditional-use permit: The board considered a renewal request for Array of Wellness LLC, owned by Angela Shallow, at 217 Wells Street (Parcel 183). Trustee James Stilson moved and Trustee Keith Kilen seconded a motion to approve the conditional-use permit. The board approved the permit and set it for annual review.
Water-service repair loan and public-works items: DPW Robert Lang reported that a property at 343 Lincoln Avenue required a water-service repair estimated between $2,300 and $2,500. The board approved a loan to property owners Sara Maedke and Jim Maedke with a three-year payback term at a 7.5% interest rate (motion by Trustee Keith Kilen; second by Trustee Stan Stofflet). DPW Lang also asked to purchase five 2-foot by 2-foot by 3-foot blocks to close streets for an upcoming Street Dance (two for High Street; three at an alley entrance); members agreed he should proceed. Lang said the village needs to purchase 8–10 trees (approximate cost $1,000) in order to secure tree-grant funds; board members agreed.
Finance and other routine business: Trustee Stan Stofflet moved and Trustee Jon Landsverk seconded approval of invoices; the motion carried unanimously. Trustee Stan Stofflet gave a brief Rio Fire Association report. Library Director Roxanne Staveness provided the library report; the transcript does not record further details.
Next steps: The board set committee meetings for Aug. 18 at 6:00 p.m. and scheduled the next Village Board meeting for Monday, Sept. 8 at 6:00 p.m. Trustee Keith Kilen moved and Trustee Jon Landsverk seconded to adjourn at 6:45 p.m.; the motion carried unanimously.
