Rio Village Board appoints trustee to chair meeting, approves garage permit, highway-aid projects and business licenses

At its June 2 meeting the Rio Village Board appointed Trustee Stan Stofflet to chair the session, approved a conditional use permit for a residential garage, adopted the CMAR resolution, approved Columbia County highway-aid projects, granted several business licenses and authorized an open-intoxicants suspension for a street dance on Aug. 16, 2025.
The Rio Village Board met June 2, 2025, and appointed Trustee Stan Stofflet to chair the meeting, approved a conditional use permit for a residential garage, adopted the village’s Compliance Maintenance Annual Report and approved a slate of business and operator licenses.
Village Clerk Amy Stone called the meeting to order at 6:00 p.m. Trustees Jon Landsverk and Keith Kilen moved and seconded the appointment of Trustee Stan Stofflet to chair the session; the motion carried with five yes votes and one abstention from Stofflet.
Library Director Roxanne Staveness presented the library report, and trustees unanimously approved the Library Board appointments as presented. The board then approved a conditional use permit for Billy Fredericksen to build a garage only on residential lot 292.05; the permit will be reviewed annually.
Robert Lang, director of public works, reported that the village will use Columbia County Highway Aid funds to seal coat Union Street this year and to apply seal coating on Division Street. Trustees approved the Highway Aid project list unanimously.
Trustees adopted Resolution 2025-04, the Compliance Maintenance Annual Report (CMAR), on a unanimous vote. The board also approved a package of business licenses and operator licenses, including liquor-license applicants Johnson’s Sausage Shoppe, LR’S Place, Griggsy’s, Scott’s Rio Lanes and Rio Kwik Stop Inc.; amusement device licenses for LR’s Place, Griggsy’s and Scott’s Rio Lanes; and cigarette licenses for LR’s Place Inc., Griggsy’s and Rio Kwik Stop Inc. The board noted that all outstanding taxes and utility bills must be paid before the July 1, 2025 license period.
Trustees approved suspending the open-intoxicants ordinance for a street dance scheduled for Aug. 16, 2025. The board also approved invoices presented by staff and heard a report from Trustee Stan Stofflet on the Fire Association. The committee will meet Monday, June 16 at 6:00 p.m., and the next Village Board meeting is scheduled for Monday, July 7 at 6:00 p.m. The board adjourned at 6:54 p.m.
The actions taken — permit approval, resolution adoption, highway-aid project authorization and license approvals — are routine local-government decisions that establish short-term permissions and funding uses; several items (the conditional use permit and licenses) carry administrative follow-up such as annual review or payment of outstanding taxes and utilities before the license period begins.
