Board hears building-commissioner update; discusses accessory-structure permits and anchoring

During other business on July 7, the Plymouth Board of Appeals received an update from Dennis, the building commissioner, who said the department is continuing code-enforcement steps related to properties near the golf course and a white building north of town and that initial enforcement actions are underway.

Board members and staff then discussed accessory-structure suppliers, permitting and anchoring requirements. Several board members raised concern that many buyers do not notify the building department of incoming accessory units, that some suppliers operate out of nearby counties or towns, and that sellers often handle delivery and placement without ensuring permits are sought.

Dennis and staff said anchoring requirements apply when units exceed certain sizes: options include screw-style anchors or installing a foundation and bolting the unit down. Staff noted there is not always a clear, written local definition for some structures (for example, the distinction around pool decks or fixed basketball goals), which can complicate enforcement. A board member asked specifically whether basketball goals need permits; staff said the definition of an accessory structure must be reviewed to determine applicability.

Board members discussed outreach to suppliers and clarity on permit requirements so homeowners and sellers understand anchoring and permit expectations. No formal action or vote was recorded on these items; the discussion was informational and focused on improving compliance and public safety.

The board noted the next meeting with pending applications would be August 4, 2026.
