Austintown trustees authorize $28,080 emergency agreement to finish Boulder Creek repairs

Trustees authorized an additional $28,080 agreement with contractor Z‑Tech on June 15 to complete emergency repairs in the Boulder Creek subdivision after engineers and the contractor identified unexpected gas-line constraints that prevented the original design.
Administrator Mark D'Apolito told the board the initial emergency excavation exposed an unstable area and that a 48-inch pipe run and a preexisting gas-line easement—absent from the subdivision plat—created safety and engineering complications. Re-routing the gas line would have delayed work by months and increased costs, Mr. D'Apolito said, so the township approved additional funds under Ohio Revised Code 505.08 to protect public health, safety and welfare.
The board found the excavation met the ORC standard for emergency action and voted unanimously to authorize Z‑Tech to proceed with the additional work (Resolution #26-06-15-25). Mr. D'Apolito also said Youngstown Water Department has two weeks from the Mahoning County Health Department to provide estimates to repair a sanitary issue at North Beverly and Yorkshire.
The trustees recorded that halting the work would have risked further collapse and potential flooding; the emergency authorization transfers added cost to the project but avoided a multi-month delay and immediate public-safety exposure.
