Council hears staff report on zoning changes to allow fitness centers, vocational schools and animal care standards

Enumclaw City Council opened and closed a public hearing May 26 on Ordinance 28-38, which would expand permitted uses in commercial and light-industrial zoning and add standards for animal shelters and boarding.
Senior planner Winston Larson described the proposed amendments to allow arts and vocational schools, gyms and fitness centers, health studios and animal shelters/daycare as permitted uses in specified districts. The ordinance would add definitions for animal shelters and day care/boarding and establish standards intended to address compatibility concerns near residences, including requirements for indoor pens/kennels, setbacks from residential zones and waste disposal standards. Larson said the changes aim to bring consistency to the municipal code and implement the city’s 2024 comprehensive plan; the planning commission recommended approval on April 23, 2026.
City clerk reported no written correspondence had been received for the hearing. No members of the public took the floor and the mayor closed the hearing at 7:17 p.m. Staff recommended first reading and provided options to adopt, modify, or continue review of the ordinance.
