Long Prairie council approves TIF and business subsidy for ECP food warehouse

The Long Prairie City Council unanimously adopted Resolution 25-09-24-28 on Sept. 24, approving a business subsidy and a tax increment financing (TIF) agreement to support construction of an approximately 79,380-square-foot food storage warehouse developed by Cando Property, LLC for Enterprise-CP LLC.
Todd Hagen, a representative of Ehlers & Associates, summarized the key terms to the council: the project requires combining lots before construction, will place no structures in the 100- or 500-year floodplains, and the developer would receive 50% of the tax increment for five years. Construction is scheduled to begin in fall 2025 with an estimated substantial completion toward the end of July 2026; the practical TIF start date was presented as Aug. 1, 2028, with a termination date of Feb. 1, 2033. Hagen said the project is expected to add six jobs in year one, four in year two and five in year three — 15 new positions in total.
The council’s resolution finds the project serves a public purpose under Minnesota Statutes §§116J.993–116J.995 because it expands the tax base, supports commercial and industrial activity and provides employment opportunities. The resolution authorizes the mayor and city administrator to execute the redevelopment documents and directs city staff to implement them as needed.
Mayor Jim Kreemer moved to approve the resolution; Council Member JoAnn Schroeder seconded. The motion carried unanimously.
The agreement and resolution authorize administrative changes approved by legal counsel before execution and do not fix a final construction or occupancy schedule beyond the dates presented. No public comments were offered during the hearing. The council also noted anticipated local benefits including increased tax revenue, more local trucking business and higher wages at ECP tied to expansion.
The council’s approval authorizes staff to proceed with final documentation and steps required to implement the TIF if the officers and legal counsel approve the final documents.
