Howard County Council approves school capital increases and authorizes borrowing for FY2027 projects

The Howard County Council voted to approve a package of measures aimed at aligning county capital funding with newly available state aid for school projects.
Council Bill 46 was approved as an emergency act to increase the Howard County Public School System projects appropriation by $6,068,000, which the clerk said was prompted by additional state aid. The council also approved a transfer (TAO FY2027) moving $2,947,000 from capital project E‑ten 59 (roofing) into other school projects and Faulkner Ridge Center to reflect a revised Board of Education request. To fund a portion of the revised projects, the council introduced and approved Council Bill 47, authorizing the county to borrow up to $2,947,000 and to issue bonds, grant anticipation notes or enter installment purchase agreements consistent with the county’s FY2027 capital budget.
Council members framed the measures as technical and time‑sensitive steps to match county capital plans with higher-than-expected state grant funding for school construction. The clerk read the detailed appropriation changes aloud during introduction and the council voted to approve the measures on recorded voice votes.
The council also approved related operating‑budget adjustments for the Board of Education, which the clerk said increased the BOE general fund and restricted fund balances to reflect higher state and federal funding and use of the school system’s fund balance.
What’s next: the measures were adopted by the council at final consideration and will be processed by county administration for implementation in the FY2027 capital program.
