Boonsboro amends Environmental Commission membership rules, appoints Amy Jones

The Boonsboro Mayor and Council on April 14, 2025 approved an amendment to Resolution 2025-02 changing membership rules for the Boonsboro Environmental Commission. Town Manager Rachel Souders presented the proposed amendment, which removed the strict requirement that all commission members be town residents. After discussion the council amended the resolution to require that a majority of commission members be town residents; the amended resolution passed 5–1, with Council Member Ray Hanson recorded in opposition.
Council Member Terri Hollingshead, the council’s Environmental Commission liaison, explained the commission’s need to recruit qualified subcommittee members, some of whom are not town residents. Council Member Marilee Kerns suggested as an alternative requiring commission members be town property owners; the council instead adopted the majority-resident approach.
Following the resolution vote the council appointed Amy Jones to finish a four-year term on the Environmental Commission expiring in November 2028; the appointment was moved by Council Member Marilee Kerns, seconded by Council Member Hollingshead, and the motion carried. The minutes note Cassandra Ladino stepped down as chair and Laura Schnackenberg is serving as acting chair.
The council’s recorded discussion included concerns from some members about potential outside influence on town commissions, but the council majority concluded the amended language would help the commission remain staffed and functional.
