Boonsboro council approves sewer connection MOU, contract renewals and multiple personnel actions

The council also authorized a $22,232 payment to the Town of Keedysville to settle the Boonsboro Keedysville Water Advisory Board FY23 true-up (motion by Assistant Mayor Nally, second by Council Member Kitchen), approved recommended updates to Shafer Park Rules and Regulations (motion by Council Member Terri Hollingshead, second by Council Member Marilee Kerns), and established a $200 annual uniform allowance for full-time Public Works staff, with FY25 funds coming from a vacant position and FY26 to budget the allowance (motion by Council Member Terri Hollingshead, second by Council Member Ricky Weaver).
Contracts and procurement actions included authorizing an RFP process for construction management and inspection for the reservoir replacement project and renewing a sole-source agreement with One Call Concepts for Miss Utility call center services (motion by Assistant Mayor Nally, second by Council Member Terri Hollingshead). The minutes note that the Miss Utility contract is sole-source and was not competitively bid.
Personnel changes approved by the council included promoting Rob Whittington to sergeant at a recommended rate of $37 per hour effective Aug. 14, 2024; reclassifying the BPD Administrative Specialist position to BPD Operations Manager at $27 per hour effective Aug. 28, 2024; and approving the hire of new police officer James Rogers at $25 per hour during training, rising to $30 per hour upon completion (motions presented by Assistant Mayor Nally and seconded by various council members). The Environmental Commission’s recommendation to appoint Julie Weissenberger to a two-year term (expiring 2026) was approved.
