Boonsboro council approves water true-up and cost-share with Keedysville; reservoir and pump projects to start

The council approved a FY2024 true-up payment of $31,392 to Keedysville and a FY2025 cost-share of $109,748 (the FY2024 amount will be used to offset the FY2025 obligation). Assistant Mayor Tony Nally told the council the Boonsboro–Keedysville Water Advisory Board (BKWAB) recommended approval of the FY2024 true-up and the FY2025 cost-share at meetings in December. Council approved a FY2024 true-up payment of $31,392 to Keedysville for capital projects not completed in FY2024, and approved the FY2025 cost-share amount of $109,748. Nally said the town will use the $31,392 FY2024 true-up to offset Keedysville's FY2025 obligation, reducing the immediate net owed to $78,356, and asked staff to coordinate quarterly payment handling with Keedysville.
Town Planner Drew Bowen reported the Reservoir Replacement Project will begin the first week of February 2025, starting with new water-line installation down Boonsboro Mountain Road followed by reservoir excavation. Bowen also said the Chase Six Boulevard–Campus Avenue realignment is proceeding, and that Mr. McIlwee’s pole building will be relocated in February. Water and sewer operations (reported by Town Manager Rachel Souders on behalf of Superintendent Pete Shumaker) noted a part was overnighted for the Keedysville Water Plant pump repair and that Crestview/Route 34 Pump Station repairs are slated to begin Jan. 27, 2025.
Town Manager Rachel Souders also reported the town completed final payment to HRI, Inc. for the Sludge Dewatering Press Project, and that the state reimbursement of $14,487.01 was approved by DGS. Souders read an excerpt from Treatment Plant Operator Magazine stating the Fournier Rotary Press is expected to reduce sludge disposal costs by about half and quoted praise attributed to plant operator Jesse Hill for the press’s ease of use.
The council’s votes on the BKWAB items were procedural approvals to accept the advisory board recommendations; the record lists the motions and that each "motion carried." No vote tallies by member are recorded in the minutes.
