Town Planner Drew Bowen told the Boonsboro Mayor and Council on March 10 that the town owns 27 stormwater management ponds and currently maintains seven. Bowen recommended the town assume responsibility for maintenance of all ponds and suggested using town tax revenue to cover costs, noting homeowners in developments already pay HOA fees that support stormwater treatment.
Council members expressed operational and fiscal concerns. Council Member Terri Hollingshead warned that taking over additional pond maintenance likely would require hiring two additional public works employees. Council asked the planner to update a map showing ownership of each pond, color-code who owns and maintains them, solicit input from the Planning Commission, and return the item for further discussion at the March workshop meeting.
Bowen also raised whether pond maintenance rules should be implemented as a formal town policy or as an ordinance; no final decision was made on that choice at the March 10 meeting.
