Olanta reports partial operating permit for SCIIP water expansion; SRF line-replacement still in design

Welch told the Olanta Town Council that a state SCIIP water expansion has a partial operating permit allowing new connections in sections 1 and 3, while a separate SRF-funded lead/copper/asbestos line-replacement and tank rehab project remains in design with Eastern Engineering and has not yet been bid.
Mayor Michael W. Welch said the town has received a partial operating permit for sections 1 and 3 of the SCIIP A-23-C154 water expansion, allowing residents in those areas to connect to the municipal system. He added that a change order for an alternate segment was executed recently and construction has begun on that portion of the project.
Welch also updated the council on a separate State Revolving Fund (SRF) grant, project 210006-05, covering lead, copper and asbestos line replacement and water-tank rehabilitation. Welch said the SRF project has not yet started; design work is being completed by Eastern Engineering and no bid solicitations have been issued. He said the work would replace “about a mile” of line along Hampton Street, with final scope and schedule to be defined once design and bidding are complete.
The council did not take formal action on either project at the meeting. Welch said he would report additional details and next steps as the design and construction milestones are reached.
