Rockland board approves $320,695.76 in vouchers, votes to refinance TIF loan

President Jon Hohlfeld presided. Clerk/Treasurer Melody Brueggeman presented the January treasurer’s report, which the board approved after a motion from Trustee Linda Young and a second from Trustee Bob Rueckheim. Trustee Randy Rowell moved to approve the minutes from Dec. 10 and Dec. 30, 2024; Trustee Derek Millin seconded and the minutes were approved as submitted.
On vouchers, Trustee Derek Millin moved and Trustee Linda Young seconded to pay checks #13522–#13531 in the amount of $320,695.76. The packet included the tax settlement checks for December with La Crosse County and the local school districts; the motion carried.
In old business, the board voted to refinance a TIF loan for another five years after hearing that a balloon payment is coming up in February. Trustee Randy Rowell moved to refinance and Trustee Linda Young seconded; the motion carried. No vote tally was recorded in the minutes beyond “motion carried.”
Clerk/Treasurer Melody Brueggeman said she will send plans for the Birdd Development to Rob at engineering firm MSA for review. President Hohlfeld said he will contact Ehlers to request financial information and is awaiting a quote on security cameras. Trustee Derek Millin said he will contact Weiser Bros. to obtain quotes for bleachers for the Gaylord ballpark; the board noted a bleacher quote will be needed before April 2025 to comply with the TIF agreement guidelines.
Maintenance staff member Keegan reported maintenance items including seeking quotes to mitigate sand burrs and to fertilize or seed Gaylord Park, replacing security lights at the wastewater treatment plant, and checking with the Sparta Fire Department about an unused hose reel the village might use.
Trustee Linda Young moved and Trustee Derek Millin seconded to adjourn; the meeting adjourned at 6:53 p.m.
Next steps: the clerk will forward Birdd Development plans to MSA for review; the board will pursue financing information from Ehlers and gather quotes on cameras and bleachers as noted in the minutes.
