Rockdale board approves interim financing for wastewater plant, adopts 2026 budgets and routine financial reports

The Village of Rockdale Board on March 23, 2026 approved interim financing through Bank First, N.S. for construction of a new wastewater treatment plant and adopted the village's 2026 Fire & EMS budget, along with several routine financial reports. The meeting was called to order by Village Board President Alicia Hynes at 6:03 p.m. at the Robert M. Smithback Community Center and adjourned at 7:03 p.m.
The board recorded unanimous 4-0 votes on motions that came up for final action. Trustee Breah Klemp moved to approve the draft minutes of the Feb. 16, 2026 meeting, and Trustee Sam Pelot seconded the motion; it carried 4-0. Trustee Sarah Halvorson moved, and President Alicia Hynes seconded, approval of the Rockdale Sewer Utility Annual Report; that motion also passed 4-0. The proposed Rockdale Sewer Operating Budget was tabled (no mover/second recorded in the minutes).
Trustee Klemp moved to approve the village's 2026 Fire & EMS budget; Trustee Halvorson seconded and the motion carried 4-0. President Hynes moved, and Trustee Pelot seconded, to approve interim financing through Bank First, N.S., for the wastewater treatment plant construction project; the motion carried 4-0. The minutes record Halvorson stating that a First Bank loan will be finalized sometime in April.
Separately, the board approved the Treasurer's reports and bills, general village bank reconciliations, the Sewer Clerk report and sewer bank reconciliations by recorded motions, each carrying 4-0. The board placed on file General Engineering's February report noting no permits were issued in February.
The minutes also note that the Cambridge Foundation issued a $150,000 grant to fund a sewer pumping station; the check was delivered to the Rockdale Sewer Utility Department. The Sewer Commission reported that the wastewater project is under construction and "should be completed in April," according to the minutes. The board agreed to establish .gov email addresses for trustees.
