Roberts board awards $4.2 million water-main contract, approves SCADA and well projects

The Village of Roberts board on April 13 awarded major water-system contracts and approved upgrades intended to modernize operations and keep projects on schedule.
The board voted to award the 70th/130th Water Main Loop project to Total Excavating & Grading after bids came in below earlier estimates; the low bid was $4,195,243.77. Trustee Janelle Beal moved to award the contract and Trustee Brian Tremblay seconded; the motion carried. Josue Gonzales, project engineer with Ayres (on phone), told the board the original planning estimate had been $5 million to $6 million and that the bids reflected a more rural construction approach than the earlier urban estimate.
In separate action the board awarded the Well No. 3 and Well House contract to Olympic Builders General Contractors, Inc.; Trustee Tremblay moved to award the bid and Beal seconded. Gonzales presented a bid breakdown and noted a bid alternate was included in the packet but not required unless production issues arise.
The board approved an Energetics proposal to add replacement equipment and software upgrades for the village SCADA system, with Energetics’ package discussed at about $110,000. Trustees approved Energetics’ equipment proposal after staff said the selected components may become difficult to service by about 2030 and that the vendor would install and update the system program. The board separately approved a radio-site survey to be performed by Ayres to test communications at each site; staff said Ayres’ survey price was substantially lower than Energetics’ quoted survey fee.
Trustees approved Pay Application #2 for Maguire Iron, Inc., totaling $163,941.25 for production and storage of steel for the tower. Beal moved to approve the pay application and Tremblay seconded; the motion carried.
Board members asked questions about downstream impacts, cost-sharing and next steps. Gonzales recommended a hydraulic analysis for some West Boulevard culvert work (estimated in the packet at roughly $10,000–$15,000) and noted that adding two additional culverts and associated storm sewer work could add roughly $100,000; engineering study and design was discussed as additional budget consideration. The Town of Warren told the village it would pay its fair share of a town-road rebuild based on final bids rather than the earlier estimates.
What happens next: staff will return with finalized contracts and proposals for follow-up approvals and the radio-survey results will precede full SCADA commissioning.
