Warrens board adopts ordinances on transient merchants and event regulation; Bear Bogging advised on outdoor bar plan

The Village of Warrens Board of Trustees approved two ordinances on May 13 that establish rules for transient merchants and for large and small events in the village.
On motions by Peter Malinger, seconded by Terri Swope, trustees passed Ordinance No. 5.016‑A, which sets permit requirements and enforcement provisions for transient merchants and direct sellers, and Ordinance No. 5.016‑B, which lays out compliance and organizer responsibilities for events. The clerk will email a copy of Ordinance 5.016‑B to Bear Bogging, an applicant represented by Sean Emrick, for reference.
Bear Bogging had sought permission to operate an outdoor bar with live music and food trucks from May through October. The board noted guidance from the Department of Alcoholic Beverages indicating that an outdoor bar of that nature is not permitted under the terms of a Class B beer and Class C wine license, and staff provided steps the business would need to pursue if it wishes to proceed under a different permit structure.
Why it matters: the new ordinances clarify vendor and event responsibilities and give staff an enforcement framework for transient sellers and organizers of both small and large events in the village. Trustees did not modify the adopted ordinances at the meeting; staff will continue to work with applicants on compliance.
