President Travis Thomas called the meeting to order at 6:00 p.m. and the board approved the minutes from the April 14 meeting. Clerk/Treasurer Lisa Gillette certified compliance with the Open Meetings Law before the board proceeded to business.
The board approved Resolution 2025‑04, a request from the Sheboygan County Towns Association to support centralized zoning and planning services similar to those previously provided by Kevin Struck through the UW Extension Office; Clerk Gillette outlined Mr. Struck’s role during her presentation. Operator‑in‑Charge Bruce Neerhof presented the 2024 CMAR (Compliance Maintenance Annual Report) results, reporting that the Village earned all A grades and achieved a 4.0 GPA; the board approved Resolution 2025‑07 accepting those results.
Trustees adopted Ordinance 2025‑07 to repeal Ordinance 5‑2006 and establish Chapter 10, Article IV of the municipal code related to the Village Board. The board also approved Ordinance 2025‑08 to prohibit parking on both sides of West First Street (State Highway 28). President Thomas explained that the existing parking lane near Memorial Hall is too narrow for safe parking and that formally designating no‑parking would allow the area to be included in a future repaving project; the ordinance allows temporary event parking with prior board approval and coordination with the Cascade Police Department.
The board reviewed a drafted nuisance ordinance (Ordinance 2025‑05). Trustee Dennis Reinemann said the language was too open‑ended and expressed concern about the penalty provisions; Reinemann moved to table the ordinance to permit Clerk Gillette to revise the language, and the motion carried.
On finance matters, Trustee Jerry Hammarlund moved to approve vouchers numbered 16770–16791 totaling $34,542.84; Trustee Dennis Reinemann seconded and the board approved the payment. The treasurer’s report was then approved as presented.
Other routine items included presentation of the April police report (six warnings, 82 property checks, four complaints, 15 hours of service and 126 miles traveled) and correspondence from the clerk outlining Clerk/Treasurer responsibilities.
