North Charleston council approves two land sales, defers rezoning for further review

The North Charleston City Council voted to approve two final-reading ordinances authorizing the sale of city-owned parcels and handled several procedural items, while deferring a rezoning request for additional committee review.
At final reading the council authorized the mayor or his designee to sell a vacant lot and portions of two lots to the South Carolina Department of Transportation for $5,631 (Council District 8). The council then approved a separate final-reading ordinance authorizing sale of portions of two lots to Charleston County for $133,800 (Council District 6). Both measures were moved, seconded and approved by roll call.
Council also took up a first reading of a rezoning application for the property addressed as 3109 Mattapan Avenue (TMS 46913 Parcel 29), requested to change from R-1 single-family to R-2 multifamily. Staff said the comprehensive plan supports a mix of small-scale multifamily and noted that planning commission recommended approval after a Feb. 9 public hearing. By unanimous consent the council deferred the rezoning to the Public Safety Committee for additional review rather than advancing the first reading to a vote.
Other business included approval of previously distributed minutes and the confirmed appointment of Chris Singleton to the Public Safety and Housing Committee. The council referred the reappointment of part-time judge Samantha Vaughn to the Committee of the Whole for further vetting.
The meeting record shows motions were seconded and approved by roll call; the clerk called roll for each action and the clerk recorded affirmative responses. Items deferred or referred will return for committee review as noted.
