Caswell County approves grants, budget amendments and $5,000 spending threshold

The Caswell County Board of Commissioners on July 6 accepted several grants and approved budget amendments to recognize and allocate the funds, while adopting an administrative spending threshold for the county manager.

The board acknowledged receipt of a $25,000 check from the Duke Energy Foundation intended for storm preparedness and community readiness, and approved Budget Amendment No. 1 to recognize the revenue and appropriate the matching expense. Finance staff described the award as nonmatching and net zero to fund balance. “We recognize the $25,000 in grant revenue and appropriate that same amount in expense,” the finance presenter said.

Separately, commissioners approved Budget Amendment No. 2 to recognize a $297,600 mobile integrated health grant to fund a community paramedic program for in‑home and community care, covering salary, training, supplies and communications with no county match required.

The board also approved Budget Amendment No. 3 to move $289,672 of FY26 unspent funds into an FY27 contingency line to address one‑time unanticipated expenses. During discussion commissioners agreed on an administrative threshold: the county manager may approve expenditures under $5,000; anything above $5,000 must be brought to the board. Commissioner Smith moved the $5,000 threshold motion, which the board adopted.

Manager and staff said the Duke Energy economic grant application (separate from the $25,000 check) was submitted to Duke Energy Foundation for site‑readiness and marketing at Pelham Industrial Park; if awarded, staff will return for grant acceptance and any required agreements.
