City staff said the site (formerly a processing/mill structure) has been a long-standing public-safety concern and that staff followed procurement procedures, received seven bids, and vetted references and bonding documents. Staff recommended awarding the alternate bid for full-site demolition to the low bidder; council members asked why one bid was roughly $2 million lower than others. Staff said the recommended contractor has experience on large, complex jobs — including Terminal A at Kansas City International Airport — and uses logistical efficiencies and special equipment that can lower cost.
Staff told council they expect the contractor to submit bond and insurance documents in the coming weeks; once the city issues a notice to proceed, staff will schedule a pre-demolition meeting with public-safety and public-works departments. The contractor estimated demolition would take about six to nine months after the notice to proceed.
Council approved the motion by roll call; each councilmember recorded a "yes" vote and the resolution passed.
What’s next: Staff will collect the contractor’s final bonding documents and issue the notice to proceed when requirements are met; demolition is expected to occur over the next 6–9 months.
