The council advanced an ordinance on first reading authorizing the mayor or his designee to execute a memorandum of understanding between the city and Stadium Residential LLC and Ashton Charleston Residential LLC concerning a retention pond on city‑owned parcels in Council District 3. The ordinance received a motion, a second and a roll‑call vote to proceed with the legislative process.
Council also approved a resolution authorizing the mayor to execute a purchase‑and‑sale agreement with Point Farm MB LLC for saltwater marsh mitigation credits required for the District 5 sidewalk and drainage improvement project. Council members said the credits are needed to meet environmental mitigation requirements tied to the capital project.
Among other actions, the council certified property at 2018 Reynolds Avenue (TMS 46908, Parcel 144) as an abandoned building site under the South Carolina Abandoned Buildings Revitalization Act; approved change order No. 5 for project NC0924; and approved a $110,153 payment to Charleston County to assist the county’s reimbursement under the HUD HOME program.
Council also moved and later voted to reappoint part‑time judge Samantha Vaughn. Before the reappointment vote, council briefly entered executive session to discuss a limited personnel matter; the body returned to open session and the reappointment proceeded with a public roll‑call vote. According to the clerk’s roll call, members voted in favor of the reappointment.
