The Story County Emergency Management Commission reported April 15 that legal review of the Emergency Operations Center construction contract is ongoing and that Tri‑City has requested redline edits to add legal protections. Commission legal counsel reviewed the draft and is negotiating edits requested by Tri‑City, officials said. Melissa Spencer told the commission the requested additions are intended to provide extra legal protections for Tri‑City but do not change the scale or scope of the project. Spencer said she will have legal counsel perform one final review after Tri‑City accepts the requested edits.
Once the contract is executed, Story County Facilities will release the construction bid; county staff emphasized Tri‑City must provide input so the bid package meets their connection needs. The commission indicated an anticipated completion date of Nov. 30 for the project. No final contract or bid release date was provided in the meeting record.
The commission did not take a vote on the contract at the meeting; the update was informational and procedural. The next meeting is scheduled for July 15, 2026.
