Henderson County approves multiple grants, opioid settlement spending and workforce funding

At its June 17 meeting, the Henderson County Board of Commissioners approved a series of grants, budget amendments and program funding actions covering public safety, recreation, aging services, juvenile programs and watershed recovery.
Major approvals included authorization to accept a USDA Natural Resources Conservation Service Emergency Watershed Protection (EWP) award with an estimated project budget of $9,482,840 (construction $8,482,840 and technical assistance $1,000,000) to address 68 identified sites. Vice-Chair J. Michael Edney moved and the Board authorized receipt of the EWP funds and execution of related documents.
The Board also approved acceptance of a $220,205 NCDHHS Office of Emergency Medical Services Mobile Integrated Health grant to expand the Community Paramedic program, including purchase/upfit of a vehicle and adding one Community Paramedic position to allow seven-day coverage. Henderson County Parks & Recreation accepted a $100,000 United States Tennis Association Southern 'Build It Forward' grant to construct six USTA-certified tennis courts at the Berkeley Park Sports Complex; grant funds are reimbursed upon project completion.
Other consent items included the FY2027 Home & Community Care Block Grant allocation of $863,402 (preliminary, contingent on the State budget), adoption of a resolution authorizing the use of Opioid Settlement Fund proceeds per the county's Strategic Plan, and approval of the Juvenile Crime Prevention Council FY26-27 County Plan with $266,020 in program allocations (each program required a 30% match). The Board also authorized staff to apply for an Appalachian Regional Commission grant for Ferncliff Industrial Park infrastructure improvements and identified $386,046.46 from the Economic Investment Fund as the potential 50% match.
Motions to accept these grants or to apply for them were made and carried by unanimous votes where recorded. Several items were included in the consent agenda and were approved as presented.
