The Mountainside Borough Council on Oct. 21 approved Resolution 130‑2025 appointing EB Employee Solutions, LLC, dba The Difference Card, to provide Health Reimbursement Account (HRA) services for borough employees for the 2026 plan year.
The resolution states the borough’s intention to offer employees enrollment in an NJ HDHigh + Difference Card plan with a fully funded HRA in the amount of $12,400 per employee regardless of coverage tier (single, member/spouse, parent/child, family), effective Jan. 1, 2026. The vendor will receive a fee of $92.17 per employee per month, inclusive of broker fees, and a one‑time set‑up fee of $2,500. The Chief Financial Officer certified funding will be allocated in the 2026 operating budget for full‑time employees who opt in.
