Staff outlines options to amend joint solid-waste interlocal agreement, including withdrawal timelines

Staff explained a proposed second amendment to the interlocal agreement (ILA) for joint solid-waste disposal services and identified two pathways for a city to withdraw from the regional disposal arrangement.
Earl Henry, interim director for public services, said the amendment mirrors options the ILA governing board provided after a recent RFP process. Under Option 1, once the governing board recommends contract awards, a withdrawing city may adopt and deliver a resolution within 45 days following the recommendation (staff characterized contract awards as expected no earlier than Oct. 1, 2027 and no later than Nov. 15, 2027). Under Option 2, a city may adopt a withdrawal resolution before Aug. 16, 2047 to allow withdrawal effective Aug. 16, 2048.
Staff discussed practical implications including timelines for decisions after vendor selection and noted the amendment would appear on the commission agenda for consideration.
Next steps: staff will include the ILA amendment on the July 8 agenda with explanatory materials for the commission to consider.
