Planning Director Webb told the commission the application has generated “significant and passionate public interest” and recommended a deferral so staff could prepare a full report, include a 10‑page advisory committee response regarding adjacent agriculture‑forest district considerations, and develop recommended conditions. Webb said the deferral is a process recommendation and “is not related to the eventual outcome of the case.”
Commission discussion centered on how much time staff and the applicant needed to complete outstanding analyses. Webb noted the applicant had formally requested a 60‑day deferral but that the commission could choose a shorter interval. Chair moved to defer 30 days to give staff and the applicant time to finish outstanding items; that motion was seconded by Commissioner Hatcher and passed on roll call.
A public speaker earlier in the meeting signaled the intensity of local interest: Carl Schwendeman urged the county to pursue trail connections along utility easements related to regional projects, while other residents raised concerns about access, road improvements, and compatibility with agricultural districts during an earlier public‑comment period connected to the case.
The commission’s action sets the Throttle Therapy hearing for Aug. 4, at which staff expects to present a complete staff report and proposed conditions. The commission also noted that the board of supervisors could remand or administratively accept further deferrals under the county’s ordinance and that any future remand could lengthen the overall timeline.
