Board approves grants, contracts, IGAs and appropriations in routine consent and new‑business votes

At its June 16 meeting, Newton County approved a package of routine and substantive items including external appropriations to community partners, grant acceptances for juvenile-court programs, a $2.33 million amendment for water‑treatment construction services (ARPA-funded), intergovernmental agreements, equipment lease upgrades, and a revenue‑bond approval for a City of Covington fire station.
Newton County’s Board of Commissioners approved a series of appropriations, grants, contracts and intergovernmental agreements during its June 16, 2026 meeting.
The board approved Resolution R-061626a to provide FY2027 external appropriations to several community organizations that the county determined confer substantial benefit, including McIntosh Trail ECD Council, Newton County Family Connection, Newton County Board of Health, Washington Street Community Center, Newton County Library System, View Point Health, Newton County IDA, Newton County DFCS, Alcovy CASA and Highway 278 CID (vote 5-0). The board also approved an IGA with the City of Covington for the 2026 Juneteenth celebration (Newton County payment $7,500); that IGA passed 4-1 with Commissioner J.C. Henderson opposed.
Other approved items included: a FP Finance LLC equipment lease/upgrade for three postage machines at $1,188.51 per month for 63 months (General Fund); a FY27 food-services contract renewal for Newton County Senior Services with GA Food Services of Pinellas County (cost not to exceed $120,000); acceptance of two Georgia Accountability Court operating grants for Juvenile Court (Behavioral Health Court award $78,488 with a 15% match $13,851; Family Treatment Court award $52,322 with a 15% match $9,235); and a $1,500 Walmart Spark Good local grant for Newton County Fire Services. All of these items were presented as budgeted and approved by voice vote, typically 5-0.
The board also approved an amendment to the professional‑services agreement with Carter & Sloope, Inc. for the next phase of construction services on the Cornish Creek Water Treatment Facility at a cost of $2,326,380 funded by ARPA (vote 5-0). Separately, the board approved a resolution consenting to issuance of revenue bonds by the Newton County Public Facilities Authority to finance a City of Covington fire station and truck; the consent is limited to compliance with state law and does not create county debt (vote 5-0).
Several of these actions were taken on the consent agenda; others were presented in new business with brief staff summaries and no extended debate.
