Newton County adopts FY2027 balanced budget after 4-1 vote

The Newton County Board of Commissioners adopted the Fiscal Year 2027 budget on June 16, 2026, setting county spending and revenue plans for the period beginning July 1, 2026 and ending June 30, 2027. The resolution, R-061626, passed 4-1, with Commissioner J.C. Henderson recording the lone dissent.
Commissioner Stan Edwards moved adoption of the budget; Commissioner LeAnne Long seconded the motion. The resolution incorporates the board’s finding that the proposed budget is balanced and cites Section 3, Article I, Chapter 81 of Title 36 of the Official Code of Georgia, which governs county budgeting requirements. The resolution also notes that a public hearing was held at the June 16 meeting as required by O.C.G.A. § 36-81-5.
The adopted budget appropriates funds for county departments, routine maintenance and operating costs, transportation and road improvements, and capital expenditures. It authorizes the Director of Finance/CFO to amend the budget upon receipt of executed grant award documents where no local match is required and when the increase to revenues and expenditures is equal; it also permits budget amendment with the County Manager’s approval to use reserves for open encumbrances or previously approved projects delayed by operational constraints.
The board’s action follows staff presentations and the legally required public notice and hearing. With the approval, spending limits and appropriations in the FY2027 document become effective July 1, 2026. The budget will be implemented by county departments in accordance with the appropriations and the authorizations contained in the resolution.
