Boxborough finance committee hears specialized stretch-code briefing; members press on costs, heat pumps and municipal impacts

Becky Caruso, the town's Clean Energy and Environmental Legacy Transition (CELT) fellow, told the Boxborough Finance Committee on July 7 that the specialized stretch code is an optional addition to the state's stretch energy code that applies only to new construction and aims to encourage energy-efficient, all-electric buildings by requiring solar readiness and pre-wiring for future electrification. Caruso said roughly 60 Massachusetts towns have adopted the specialized code, representing about one-third of the state's population, and that adoption could help Boxborough meet state greenhouse gas reduction goals.
Caruso told the committee the specialized code does not automatically increase efficiency requirements for buildings beyond the existing stretch code when construction is all-electric; the extra compliance costs appear mainly when a developer chooses mixed-fuel designs. She cited a case-study comparison in which a mixed-fuel single-family house incurred an additional $18,920 in up-front costs above the stretch code (a figure that includes solar installation and pre-wiring), while a mixed-fuel six-unit multifamily example would add roughly $7,579 per unit. "The specialized code does not prohibit mixed-fuel buildings," Caruso said; "it creates an incentive for all-electric construction by avoiding these additional compliance costs."
Committee members and residents pressed Caruso and town staff on several practical concerns. One member said the added per-unit cost for a six-unit development could raise total project costs by tens of thousands of dollars and asked about impacts on the town's efforts to create moderately priced housing. Caruso responded that the cost estimates vary by building size and design and recommended additional outreach to developers and housing stakeholders. "These are examples; it will vary based on design and location," she said.
The committee also discussed the town's planned new fire station as an example. Caruso said designing the station to the specialized code would require a higher initial investment but deliver lower operating costs, an estimated 80% reduction in greenhouse gas emissions compared with a stretch-code design, and an estimated $800,000 in life-cycle savings over 30 years. Members who also serve on the fire station building committee cautioned that the station's design and site-plan review were already underway, and that any benefits or constraints should be weighed against the project's schedule and selected systems. A resident and building-committee member explained the town is evaluating ground-source (geothermal) heat pumps among other options.
Several members raised the question of heat-pump performance in very cold weather. Kate Davis and other town staff said cold-climate heat-pump technology has improved: older units sometimes struggle below very low temperatures, but modern systems are much more capable. "A heat pump installed this year is much more efficient and going to do a better job," Davis said. Speakers noted that backup systems (resistance coils or auxiliary heat) are sometimes included and that design choices โ such as air-source versus ground-source systems โ affect performance and cost.
Caruso emphasized that adoption of the specialized code can also unlock state funding opportunities: it is one requirement for Climate Leader Community (CLC) certification, and towns with CLC status can pursue technical-support grants (up to about $150,000) and decarbonization-accelerator grants (up to $1,000,000). She cautioned, however, that communities served by municipal light plants are not eligible for every state grant and that the specialized code should be considered as a gateway to certain programs rather than a universal funding solution.
Committee members asked practical questions about accessory dwelling units (ADUs) and whether they count as new construction. Caruso said state guidance from DOER treats standalone structures as new construction and connected ADUs as renovations, but she said she was still seeking definitive written guidance on some ADU edge cases. Members requested follow-up information on solar-sizing assumptions, maintenance and battery-storage costs, and more outreach to local builders so the committee could better understand potential affordability tradeoffs.
The presentation concluded with the committee agreeing to continue the conversation: members described the session as a useful starting point, requested additional cost breakdowns and clarifications from state technical guidance, and urged staff to coordinate with the planning and sustainability committees before any town-meeting action.
