Galena council adopts Ordinance 2025-1, appoints biosolids representative and sets fair date

The council unanimously appointed employee Tina Tate as the city’s representative on bio-solids matters after a motion by Councilor Deana Wells and a second from Councilor Amanda Parton. Councilors also voted to hold the community "Fair on the Square" on Sept. 27 following a motion from Parton and a second from Claire Beyer; the motion carried.
In a formal action, the council conducted first and second readings by title of Bill No. 25-1. Mayor Fred Barela read the bill aloud; Councilor Amanda Parton moved for the first reading by title, and the council recorded roll-call votes during the readings. The transcript records 'Yes' votes from Councilors Deana Wells, Claire Beyer and Amanda Parton; the council declared the motion carried and Bill No. 25-1 became Ordinance 2025-1.
Other items on the agenda included operational updates for the sewer plant — reported at about 95% complete — and a brief infrastructure note that Liberty installed security lights and now owns the light poles at the sewer plant. Council members said green fence netting was purchased for the sewer-plant fence line to help control trash.
Councilors also received an update on the Y-Bridge project: a Facebook account and a Table Rock Bank account have been established, a project platform and QR code are in place, and several applications remain to be completed. On financial business, Councilor Deana Wells moved to pay the city’s bills and Councilor Claire Beyer moved to approve the Jan. 27, 2025 meeting minutes; both motions were seconded and carried.
The council voted to enter a closed meeting at 5:40 p.m. and to reconvene at 5:50 p.m.; both motions passed. The meeting concluded with a motion to adjourn carried at 6:00 p.m.
