Fenton committee moves to apply for MSD stormwater grant for flooded Fenpark Drive

The Board of Aldermen Committee voted to forward an application to the Metropolitan Sewer District (MSD) Municipal Stormwater Grant program to fund design work for drainage improvements on Fenpark Drive.
Alderman Scott Maserang explained that heavy rainfall causes Fenpark Drive (from Rudder Road to Axminister Drive) to behave "essentially [like] a lake" because existing open ditches and siltation prevent proper drainage. The City’s engineering consultant, Cochran, provided a design estimate of $97,729.30 to prepare the design work, and staff requested MSD grant funds to cover design costs as part of the 2026 effort.
Maserang moved to forward the request to apply for the MSD grant and Alderwoman Robin Huels seconded; the motion passed unanimously. Staff noted questions remain about how the county stormwater tax funds are allocated and that this local project is not eligible for federal funds.
If awarded, staff will return to the Board with grant documentation and the recommended contract for the design work.
