Otoe County commissioners elect Sornson chair, confirm 2026 appointments and routine business

The Otoe County Board of Commissioners on Jan. 13, 2026, elected Commissioner Jerad Sornson chairman for 2026 and Commissioner Rick Freshman vice chairman, and moved through a slate of organizational and routine items with unanimous votes.
The board adopted a consent-agenda process for 2026 intended to bundle routine items for automatic approval unless removed; Commissioner Freshman moved to accept the consent agenda and Commissioner Cole seconded the motion, which passed with all five commissioners voting aye. The consent bundle included the regular claims ($199,080.09), payroll claims ($379,297.50), and other routine minutes and reports, bringing a grand total of $578,377.59 for the meeting’s claims and payroll.
After leadership elections conducted by County Clerk Jennifer Bassinger, Chairman Jerad Sornson announced board appointments to outside bodies: Commissioner Cole will serve as the county’s primary representative to the Southeast Nebraska Development District (SENDD) with Sornson as alternate; Commissioner Freshman will represent the county at the Nebraska City Area Economic Development Corporation (NCAEDC) with Commissioner Cole as alternate; Commissioner Crownover will represent the county on REGION V / APACE with Commissioner Parsons as alternate; Commissioner Crownover will serve as the county’s primary representative to the Blue Rivers Area Agency on Aging (BRAAA) with Commissioner Freshman as alternate; and Commissioner Parsons will serve as the county’s representative to Southeast District Health with Commissioner Cole as alternate. The board also assigned Road & Bridge Committee representation to Commissioners Freshman and Sornson.
Commissioner Freshman moved and Commissioner Crownover seconded to appoint Brian Briley as Otoe County Highway Superintendent for 2026; that motion carried unanimously. The board designated the county website as an official means of publication for 2026 (motion by Commissioner Cole, seconded by Commissioner Parsons), and approved a slate of financial institutions as county depositories for 2026, including Commercial State Bank (Nebraska City), First Nebraska Bank (Nebraska City), Farmers and Merchants Bank (Palmyra), NPAIT, Riverstone Bank (Talmage), Arbor Bank & Trust (Nebraska City), Countryside Bank (Unadilla), First Bank of Nebraska (Syracuse), Premier Bank (Nebraska City), and Union Bank & Trust.
The board appointed Jenny Bassinger as budget authority for fiscal year 2026–27. It adopted Resolution #1-13-26-1 setting salaries for elected officials for 2027–2030 after a motion by Commissioner Cole and seconded by Commissioner Parsons; the motion carried with all commissioners voting aye.
The board also approved a memorandum of understanding among Otoe County judges, the Nebraska Supreme Court Judicial Branch, the Board of Commissioners, and the Otoe County Sheriff concerning the use of cameras in courtrooms, and approved a letter of engagement with Woods Aitken LLP for legal representation on matters outside the scope of services provided through NIRMA. County Attorney Jenniffer Panko-Rahe explained that NIRMA provides some employment-related legal services but that outside engagement is needed for other matters.
No formal opposition to these organizational items was recorded in the minutes. The board tabled discussion of the location of County Road 20 because Glenda Willnerd was unable to attend, and the meeting adjourned at 9:07 a.m., with a board visit to the county jail announced post-meeting per Nebraska Statute 47-109.
