Perris council certifies June election and authorizes state administration to implement Measure B tax

Mayor Vargas called a special joint meeting of the Perris City Council and related local agencies on July 7, 2026, and the council formally certified the results of the June 2 special municipal election that approved Measure B and authorized staff to contract with the California Department of Tax and Fee Administration to operate the new transactions and use tax.
City Clerk Nancy Salazar told the council that “the voters approved Measure B by a majority vote,” and recommended adoption of a resolution to certify the election record. Councilwoman Maricela Nava moved to adopt the certification resolution, a motion seconded by Councilwoman Elizabeth Vallejo; the council recorded affirmative votes and one absence and the motion passed.
Assistant City Manager Ernie Reyna said the second resolution before the council would enable the state to collect and remit Measure B revenue on the city’s behalf, explaining that staff is targeting an October 1 start date for the tax. “This item is to ensure that the Measure B that was just approved by voters on June 2 gets administered,” Reyna said, noting the resolution and accompanying exhibits include two draft agreements for state administration and procedures staff must follow so the state can collect and remit receipts back to the city.
Council action on the two items followed no requests for public comment. Mayor Vargas called for the votes on both items; the council approved the certification of the June 2 election results and then approved the resolution authorizing execution of the agreement with the state agency that will administer the city’s transactions and use tax. Mayor Pro Tem Corona was recorded absent for roll calls on both motions.
The council did not state a resolution number in the record; staff indicated the agreements and exhibits are included with the staff report and will be the basis for implementation steps. With both motions approved, staff will move forward with executing the agreement and preparing operational procedures for collection and remittance ahead of the targeted October 1 effective date.
The meeting was then adjourned.
