ASAC forms ad hoc subcommittee to finalize 2026 annual report and delegates approval

The committee moved, seconded and voted on July 8 to create an ad hoc subcommittee to prepare the ASAC 2026 annual report and to empower that subcommittee to approve the final report for submission to the City Council.
Chair noted a procedural change under recently adopted uniform bylaws that moved the annual report cycle to the fiscal year and established an August 1 submission date. Because the full committee does not meet again before that deadline, members discussed whether the subcommittee could meet virtually and whether the council would accept a written submission. City staff clarified the bylaws require the report in writing by Aug. 1 and that a subcommittee can be delegated authority so long as it is not a quorum of the full committee.
A motion to form the subcommittee and grant it authority to approve the final document was made and seconded; five volunteers were identified (including the chair and two other members) and the motion passed unanimously.
Next steps: the subcommittee will compile minutes and milestones from the relevant period, produce a draft, solicit input from the full committee if needed, and deliver the written report to the City Council by the Aug. 1 deadline.
