Grain Valley aldermen adopt traffic-code amendment to enable enforceable no-parking rule

The Grain Valley Board of Aldermen voted 5-0 on Aug. 26, 2024, to adopt Bill No. B24-13, an amendment to Title III of the municipal traffic code, converting a marked no-parking condition into an enforceable ordinance. The measure became Ordinance No. 2454 after a second reading and a roll-call vote.
City Clerk Jamie Logan read the bill by title for both the first and second readings. Alderman Darren Mills moved to accept the second reading and approve the ordinance; Alderman Rick Knox seconded. The roll-call vote recorded Aldermen Cleaver, Knox, Mills, Skinner and Sole as voting aye; the motion carried 5-0.
Police Chief Ed Turner told the board that the stretch of road at issue already is marked for no parking but lacked an ordinance to back enforcement. "This lines up in the fair time and for emergency services purposes, this needs to be enforced," Turner said, explaining that an enforceable ordinance will allow police to act to keep access clear.
The ordinance followed a first-reading motion earlier in the meeting, when Mills moved and Sole seconded that B24-13 be brought back for a second reading. There was no public comment on the bill at the meeting.
The board did not identify the exact street name in the meeting record. The ordinance was recorded as Ordinance No. 2454; the minutes show the motion passed unanimously. The board concluded the item and moved on to other business.
