Fulton City Public Safety Commission defers handicap-parking request, reviews snow-plow policy after reported damage

The Fulton City Public Safety Commission met Feb. 27, 2025, at Fulton City Hall and voted to defer consideration of a resident’s request for an on-street handicap-accessible parking space so staff can research options and enforcement. Assistant Police Chief Dall Hedges moved and Bill Nigus seconded the motion to approve the commission’s Oct. 24, 2024 minutes that opened the meeting; that motion carried with four members present and one member absent.

Commissioners raised concerns that designating a permanent on-street handicap parking stop on a residential street could be difficult to manage if the need later changes. Staff noted the property in question includes an existing parking lot where the requester could create an accessible space, and that the Police Department can enforce unlawful handicap parking on private property. Following discussion, Jay Hickman moved and Nigus seconded to move the handicap‑parking request into old business for the commission’s next regular meeting to allow additional research.

The commission also considered a staff proposal to prohibit parking on both sides of Bluff Street between 2nd Street and St. Louis Avenue. City Engineer Greg Hayes and other staff acknowledged many homes on that block lack off‑street parking; commissioners asked staff to review alternatives and return with recommendations at the next meeting.

Councilmember Bill Hinchie raised a report that a vehicle on West Wood Street was damaged by a snow plow despite off‑street parking being available. Hayes described the street department’s five-zone approach to snow removal, said he is reviewing and updating the city’s snow policy, and said he will coordinate communications about winter events with Courtney L. Doyle, director of administration. Staff encouraged residents to sign up for Smart 911 alerts and Fulton City email and Facebook notifications for winter-weather updates.

Hinchie also flagged pedestrian‑safety concerns at the Route Z and Business 54 intersection near the Aldi store, saying drivers have sometimes failed to yield to pedestrians. Staff said they will verify signal operation with MoDOT and consider an informational post to educate drivers and pedestrians about the crossing.

The commission set its next meeting for Thursday, March 27, 2025, at 5:30 p.m. and adjourned at 6:34 p.m. after a motion by Bill Nigus and a second by Dall Hedges; the motion carried with four members voting in favor and one member absent.
