Grain Valley aldermen approve tax levy, bond escrow and parkland purchase; architectural contract authorized

The Grain Valley Board of Aldermen on Sept. 23 adopted several measures to fund and plan city operations and facilities.
Tax levy: After a brief public hearing in which no speakers commented on the levy, the board voted unanimously to adopt Bill No. B24-14 as Ordinance #2455, establishing the city's 2024 tax levies. The finance summary in the record shows a proposed total levy of 1.0886, up from 1.0781 the previous year. Alderman Ryan Skinner moved the first reading and led the motion to approve the second reading; the roll-call on adoption recorded aye votes from Bray, Cleaver, Knox, Skinner and Sole.
Bond escrow: The board also approved Bill No. B24-15 (Ordinance #2456), authorizing escrow of funds sufficient to pay a portion of outstanding General Obligation Bonds, Series 2022A. Tom Kaleco (Baker Tilly) and Megan Miller (Gilmore Bell) attended to discuss the plan; staff noted the option to retire up to $1 million early as part of maintaining the adopted tax levy. The ordinance passed on unanimous roll call.
Parkland purchase: Bill No. B24-16 authorized the city to purchase property from L&B Development, Inc., described in the minutes as approximately seven acres at Duncan and Dillingham for park use. Alderman Brian Bray moved the measure and Alderman Ryan Skinner seconded; the board approved the ordinance unanimously as #2457.
Architectural services: Resolution No. R24-47 authorizes the City Administrator to contract with Hoefer Welker, LLC for architectural services related to planning and design of municipal facilities; the board approved the resolution 5–0 on a motion by Alderman Rick Knox and second by Alderman Ryan Skinner.
Next steps: Staff will proceed with contract execution for architectural services, begin programming steps related to municipal facility planning, pursue the escrow actions to address bond obligations, and complete closing steps on the parkland acquisition per standard processes. Public comment on separate federal project applications remains open through Oct. 24; staff noted the Household Hazardous Waste event on Oct. 5 for residents.
