Galena council okays sewer assessment, authorizes snow-removal spending and accepts 2024 tax reports

Mayor Fred Barela called the Galena City Council to order at 5:00 p.m. on Jan. 13, 2025. The council recorded the presence of Councilmembers Deana Wells, Claire Beyer and Amanda Parton and employees Carmen Malloy and Rick McCrea.
The council approved several operational actions affecting city infrastructure and winter maintenance. Councilmember Deana Wells moved and Councilmember Claire Beyer seconded a motion to hire Integrated Controls to assess pumps at the city sewer plant, with an authorized expenditure cap of $3,500; the motion passed unanimously. City employee Carmen Malloy was assigned to request a written quote, with any work or cost above $3,500 requiring a special meeting for further authorization.
The meeting also addressed winter operations. Wells moved to authorize up to $2,000 to purchase a salt spreader for municipal use; Amanda Parton seconded and the motion passed on a unanimous vote. Wells then moved to permit the mayor to commit up to $750 per snow‑removal incident for contracted snow work; Parton seconded and the council approved the measure unanimously.
On routine finance items, Malloy presented a credit memo and the city’s 2024 delinquent tax report. Councilmember Amanda Parton moved to accept the reports; Deana Wells seconded and the council voted yes, approving the reports. The council likewise voted to pay outstanding bills and to approve the Dec. 20, 2024 minutes with a correction to a bill number; both motions were moved by Wells and seconded by Parton and passed unanimously.
The council recorded that Rick’s (police) budget item was tabled for future consideration and agreed to remove the Stone County Ambulance District item from the agenda. Councilmember Claire Beyer asked about a water leak at the county building; Carmen Malloy explained the incident but provided no further detail in the record.
The meeting adjourned at 5:50 p.m. The minutes include a statutory notice that, under RSMo 610.021, the board may go into closed session during a meeting to discuss litigation, personnel, or other enumerated matters.
