Fayette aldermen adopt purchasing ordinance, award grants and bids, approve $76,444 in invoices

The Fayette Board of Aldermen on May 26 adopted a Purchasing Authority Ordinance (Bill #2026-04), awarded several contracts and bids and approved invoices totaling $76,444.33.
The board approved the second and final reading of Bill #2026-04 on a unanimous roll call after Alderman David Frees moved the motion and Alderman Austin Ivy seconded. City Administrator Deanna Cooper presented four proposals for Community Development Block Grant (CDBG) grant writing and administration; the board awarded the contract to Mid-Missouri Regional Planning Commission, which proposed $0 for grant writing and $25,000 for administration. Alderman JB Waggoner moved for the award and Alderwoman Michelle Ishmael seconded; the motion passed without opposition.
On capital projects, the board accepted Great River Engineering’s recommendation to award the North Main Project (MoDOT TAP TAP-9901(543)) to Drinkard Construction, LLC. Drinkard’s bid of $219,514.30 was the low bid; JD Bishop Construction, LLC submitted a higher bid. Alderman David Frees moved to award the contract and Alderman Patrick Roll seconded; the motion passed unanimously.
The board also approved Resolution #2026-10 to pay invoices and salaries in the total sum of $76,444.33, with fund breakdowns reported as General Fund $36,024.79; Electric Fund $19,641.91; Water Fund $14,852.28; and Sewer Fund $5,925.35. Alderman Patrick Roll moved to approve the resolution and Alderwoman Michelle Ishmael seconded; the resolution passed with six ayes.
Other procedural actions included tabling appointments to the Police Relocation Committee and approving appointments to the new Animal Control Committee (see separate article). The board moved into closed session at 7:05 p.m. and reconvened before adjourning at 8:50 p.m.
The decisions taken on May 26 advance planned public-works projects and routine municipal contracting; more detailed contract documents and project schedules were not detailed during the meeting and are subject to administrative follow-up.
