Fenton planning commission approves subdivision at 695 Gravois Bluffs Boulevard with buffer departure

The City of Fenton Planning and Zoning Commission voted 6–0 on Jan. 6, 2026 to approve Case 2026-SUB-01, a petition by Gravois Bluffs III, LLC to subdivide one lot at 695 Gravois Bluffs Boulevard into two separate lots for future development.
Community Development Director Amy Starck presented the staff report, saying the proposed lot meets zoning requirements for the C‑1 Commercial District except for the landscape and buffer requirements. Starck said the petitioner requested a departure under Section 440.050 so the plat can be recorded without removing a significant portion of the pavement; future site development must meet buffer requirements at site plan review.
Petitioner Bill Appelbaum told the commission the new outlot would use the existing entrance drives off Gravois Bluffs Boulevard to preserve the integrity of the current development and that the outlot is intended to facilitate future development. Appelbaum agreed to the conditions of approval read into the record by Chairperson Callan Yeoman.
The commission’s approval included five conditions: label the plat as the Final Plat of Gravois Bluffs Plat Fourteen; show required 15‑foot front setbacks along streets and access easements; provide for the Planning and Zoning Chairperson’s signature under Municipal Certification in lieu of the Community Development Director; note the departure from the Buffer Area requirements for Lot 1 (with the buffer to be reviewed at site development); and require the petitioner to record the plat with the St. Louis County Recorder of Deeds within 60 days and return three recorded copies to the city. The conditions also require permanent or semi‑permanent monuments at lot corners within 12 months of recording and compliance with all applicable city codes and ordinances.
Chairperson Callan Yeoman made the motion to approve the subdivision with conditions; Vice‑Chairperson Kevin Sherrel seconded. Roll call votes recorded Yeoman, Sherrel, Commissioner Bill Voorhees, Commissioner Bill Glover, Alderman Ron Harrell and Mayor Joe Maurath as voting Aye; four commissioners were absent. The motion carried 6 Ayes, 0 Nays.
Next steps: the petitioner must record the approved plat with the St. Louis County Recorder of Deeds within 60 days of the city’s signing or the approval will expire. Any future site plans for the new lot will be reviewed for compliance with the city’s landscape and buffer standards at the time of site plan review.
