The consent agenda contained four items: minutes for city council special and regular meetings from June 24, 2026, and an amendment to the NTUA wireless service agreement. Councilor Kogen moved to approve the consent items and Councilor Preller seconded; the motion passed by voice vote.
On the Lake Powell Espresso liquor license, Mayor Kidman opened a public hearing and, seeing no public comment, closed it. Councilor Peller moved to approve the license, a councilor seconded, and the council approved the application by voice vote.
Coconino County Director of Emergency Management Tim Carter also briefed the council on the Arizona Mutual Aid Compact — a statewide, uniform agreement that clarifies contracting, liability and cost responsibilities when jurisdictions share personnel, equipment or other resources during disasters or large events. "It's a uniform agreement that is updated every 10 years," Carter said, adding that the compact can expedite requests for equipment or personnel from other jurisdictions. Councilor Farrell moved to approve joining the compact and authorize the mayor to sign; Councilor Kogen seconded and the council approved the measure by voice vote.
Other business included direction to staff to pursue and present a safety study for Lake Powell Boulevard after citations pointing to recent accidents and a fatality; staff said a consultant-led safety study is already underway and council asked for the issue to be returned as a future agenda item.
